Synopsis
The kids' mean neighbour, Wanda, has started enforcing a dogs-on-leashes law. Boy, Girl, Cheese and Mouse each come up with ideas about how to show that Dog is special and doesn’t need a leash.
Plot
Dog tries to avoid wearing a dog leash while he is outside the house despise there is a new leash law that dogs must be on a leash at all times by the new animal control officer who doesn't like dogs very much.
